First get the image you want to edit.
Go to Background then Duplicate Layer
Select the Polygon Lasso Tool
Select desired space to color splash
Go to Select, then Inverse to select everything else
Now go to Image, then Adjustments, select Black & White
Just click OK
Now your image has just been color splashed the quick & easy way!
