First start with a black background
Select a brush size to fit the size of star you want to make.
Choose a color, I'd say white or a very pale color. I used a very light blue.
Create a new layer on top of the black background to work in.
make a single dot (brush stroke)
Click on the layer and bring up the blending options. Apply a Outer glow and play with the color, size, spread, and opacity until you reach the desired effect.
This is about how it should look.
Repeat the process with different sizes of brushes, colors, and outer glow settings to create a variety of stars to fill your sky.
