Cool lighting effect

First, start a new document

Select Filter, then Render, and click on clouds

It should look like this

Now Filter, and go to Render, then Fibers

Next, Filter, Blur, and click on RadialBlur

Make sure amount is at 100, Zoom, and quality at Best

Duplicate layer

Now Filter, Render, and select Lens Flare

Select brightness to around 140%, and 105 mm Prime

Select Gradient, and apply how you please

Now select Overlay

There you have it, a cool lighting effect
