"Neon Glow"

First open your photo in photoshop..

Now duplicate that layer.

Next, go to Filter > Artistic > Neon Glow. Choose a color that suits your photo best. Begin your 'glow brightness' at about 18, and 'glow' at about 4 or 5. Then play around with it to what look best to you for that specific photo.

The final step is to select the finishing touch, just choose the best looking blending mode. 'Overlay' works well, but others that may work better are: soft light, hard light, vivid light and linear light.
