CREATING A BLUR EFFECT
Open a new document that you will be using. Create a background color by clicking on the CREAT NEW FILL OR ADJUSTMENT LAYER button (looks like a circle-half black and white) and choose SOLID COLOR.


Use any color you like but for this I used black. Click OK. 

Click the text button tool and enter the text you wish to use.

 For this I used the word BLUR. Put it in big font size (I used 300 pt) and use whatever style font you want (I used ARIAL ROUNDED MT BOLD).

Make sure the type layer is selected. Go to Layer/Rasterize and click Type. It will appear as if nothing happen. Rasterizing type just means we are converting it from editable text in pixels, which must be done so Photoshop will let us apply filters to it. 
Make 2 copies of the original rasterized text layer like show below. To do this just click and drag layer to the CREATE A NEW LAYER button next to trash can.
After that, make sure the original layer is selected and then go to Filter/Blur/ and click Motion Blur.

Set the angle to 90 and distance to whatever you think looks good to you for this effect. I used 279. Click OK.
After that, make sure first copy layer is selected and then go to Filter/Blur/ and click Motion Blur once again.

Set the angle this time to 0 and leave the distance at whatever number you chose to use. Click OK.

After that, make sure second copy layer is selected and then go to Filter/Blur/ and click Motion Blur once again.


This time leave the angle at 0 and change the distance to a lower number that looks good to you for the effect. I used 50. Click OK.

Then select all three layers together.........
......... go to Layer/ and click Merge Layers.

With those layers now 1 layer, keep that layer selected. Click on the CREAT NEW FILL OR ADJUSTMENT LAYER button (looks like a circle-half black and white)............
 ......... and click on Hue/Saturation.

 The Hue/Saturation box should open up above. Then you want to click on COLORIZE. You then adjust the HUE, SATURATION, LIGHTNESS to whatever setting you think looks good.

And there you have it. A cool little blur effect. Have fun!!!!
