QUICK GLOW EFFECT!!
First create a new document to your settings.
Use color picker to choose a color you want to use, for this example I am using black.
Now, create a new layer by clicking on the icon next to the trash can.
With the new layer selected, use the pen tools to create whatever item you want to make GLOW.....
.......for this example, I am using couple of bolts of lighting.
Now, you want to stroke your design with a white brush. Select the brush tool........
Then select a size you want to use and leave hardness at 0. For this I am using size 8.
Make sure your color chosen for next step is white. Then click on the path layers just above your 2 layers you have so that it shows work path. Then click on the second circle icon at the bottom to stroke your design with white to give it the light source for the glow.
Now, go back to the 2 layers and make sure the copied layer is selected.
Right click that layer and select blending options.
Under blending options, choose outer glow and set the settings to whatever works for your design. For this example, I am using a (UNDER STRUCTURE) NORMAL blending mode - OPACITY set at 34-NOISE at 0 - and for color use R:255/G:255/B:190 for a yellowish color; (UNDER ELEMENTS) TECHNIQUE-Precise-SPREAD set at 2 - SIZE at 57; (UNDER QUALITY) LINEAR CONTOUR -RANGE set at 52 - and JITTER set at 0 and click OK.
And there you have it, a quick little glow effect. Experiment with it and have fun!!!!

i think this is a crafty tutorial but i would like to see them used in some way with another image or another technique
